how to configure ipchains

I think I have a problem with ipchains.
Where do I set the ipchains rules and how can I determine what the proper settings should be?

ipchains -L

here is what displayed

Chain input (policy ACCEPT):
Chain forward (policy ACCEPT):
Chain output (policy ACCEPT):

does this mean ipchains is not blocking any packets?
 
Yes this means that either you have no rules in your firewall or ipchains is stopped.

Lets assume Red Hat 7.n you will probably have a file in /etc/sysconfig/ called ipchains? this would normaly hold the rules and you would start/stop ipchains (usually at boot but not allways especially if its a remote server, you could lock yourself out) with /etc/rc.d/init.d/ipchains {start, stop, status}
