How to configure CGI-BIN

I wanted to use CGI. But unable to use CGI. Gone through
documentation of learning CGI where it mentions of configuring Windows NT 4 for CGI-BIN.

How do I do It. Though created a folder CGI-BIN in inetpub
it does not activates my scripts in CGI.
