How to combine two graphs ?

Hi All,

I was asked to create a complex chart in VB.

Actually it is two different graphs(2 bar graphs.

I cannot graph both of them in one chart object because they have different units and values.

I need these 2 graphs stacked on top of each other (no space in between them), and I need to change axis labels.
VB doesn't let me overlap two charts like following, and I can't get rid of the chart border...

Can I do this in crystal reports ?

Example:
