How to close port 1720 and ping

I ran a port scan and found that port 1720 (Netmeeting)is open. I created a Packet Filter to close this port for inbound. It still says this port is open. What am I doing wrong? I would like to close this port for inbound only. I also want to disable pinging. Can I do that ISA? Sorry, I'm not too familiar with ISA. Thanks for your help.

Do you have packet filtering enable? If not open ISA manager
Right click on "IP PACKET FILTERS" and then put a check in enable packet filtering.
