The problem: When other pc's on the LAN , which are in the same non-routable address space, attempt to make network connections to this Windows08 Server the Server is responding on the UDP port 137 of the 63.a.b.c address instead of the 192.168.1.235 address.
How can I force the Server to use UDP-137 of the local LAN address space?

The GUI shows the LAN 192 address when one clicks on the NIC properties tab, the 63.a.b.c shows up in the 'advanced' tab.
 
You have two default gateways specified. Please see the definition default.

I would take out one gateway (probably the 192.168.1.3) and specify static routes for that address space instead, specifying 192.168.1.235 as the gateway for those static routes. That should solve both of your problems.
