How to change the order GPOs are applied

I'm trying to change a few registry settings using a client side extension gpo on a vista machine.

I know that on a server 2003 domain gpos are applied in the order of local,site,domain,ou but is there anyway to change the order so that the local gpo is applied last but the other gpos still apply?
 
There is no way to really control the precedence of GPO processing. Best thing I have been able to come up with in the past is to create a separate OU, create a GPO for that OU, then block inheritance at the OU level.
