How to change the dns server your AD servers point to

In the olden WinNT4.0 days, you can easily change the DNS server addresses that you want to use. For example, you can use SBC's or your service provider's DNS servers. I am suspicious of DNS as outgoing most outgoing email arrive and some particular email domains do not. All inbound email do arrive. Is there a place in DNS Administrator I can make the change?
 
If this is 2000/2003 AD Domain, then your DNS client settings on your DC should point to your local domain DNS as primary. Then, your local DNS server config should then forward all unknown requests to multiple upstream DNS servers, like your ISP.
