How to change the CID # in a tenant group?

Hey all, we recently sold off a division, but some sets still are in the tenant group. (381-3926).

I know that I could just do a desktop device dump and find all the people the tenant group 3 and move them to 1, but I'm curious as to how the tenant group gives out that other number.
