How to change security permissions at the top level 2

I need to know how to change the security permissions in Exchange System Manager so that Domain Admins have full access to all domain users' mailboxes. At the server level, the security permissions are inherited from the parent, but I can't find the parent level above the servers. All other objects in the tree view above the server level do not have security permissions, so I don't know where it's inheriting from. If anyone can help, I appreciate it.

I know you can explicitly add a user or a group of users to the server level, but if one of those users is a Domain Admin, wouldn't the deny permission inherited from above take precedence because it is the most restrictive security setting?

Yes they do - at the organisation and site levels.

Yes, the deny will take precedence.
