How to change regional setting in windows

How to change regional setting (control panel) in window 2000, xp, vista
using delphi command.

change to format datetime dd/mm/yyyy and regional option (standard & format) to english (united states).

is it need administrator permission ??

If you need it only for your application you can use:

ShortDateFormat := 'dd/mm/yyyy';
