I know that you can change the mouse pointer over certain objects by changing the MousePointer property of the object, but is there a way to change the general mouse pointer inside a program?

I believe that I have seen something like:
SET POINTER TO 11 && Change to an hourglass pointer

but that may have been in Visual Basic.

The usual way to do this would be to set the MousePointer property for _SCREEN, and for all open forms, and for all controls within the forms. That's not quite as difficult as you might think, given that you can most of that generically in a base form class.
