How to change 16x9 to 4x3

My son in law inadvertently recorded a video with his Canon ZR500 Camcorder in 16x9. I burnt a DVD of his video using Toast 7. It plays very well on my HD TV, but not on his standard TV, as the sides of the video are cut off. Is there a software to change the aspect ratio to 4x3 before burning a DVD of the video? I understand the result would be "letterboxed", ie that there would be vertical display loss at the top and the bottom.
