How to call another web page from a condition

How do you call another web page from an asp page based on a condition. I have already placed all the code but I cannot seem to find the right html combination that will call another web page.

I tried the link tag using target because I use frames but the html tag is ignored. it stays on the same page

In Javascript you can use document.location.
