How to build installable CD from ML package of IBM site

Hi I have download the two CD package file of aix 5.1 ML7 . these package are .tar.gz files.
How to rebuild installabale CD from these packages

UNIX:
unzip
untar
copy to media

WINDOW:
winzip
copy to media

But it is just ML7(PATCHES), it's not a full version of AIX.
To have AIX with the ML7 inclued, you need to call IBM.
