how to build a SQL simulation tool quickly?

Hi,

I am trying to build a SQL-based simulation tool which will apply complex rules (rules stored on a rule table) to different scenarios.

The logic is to throw all the rules onto a rule table, and then create a form which users can enter a scenario (i.e. 21-year-old driver with no DUI record with 1998 Toyota Camry), and the simulation should return an estimated insurance quote based on the scenario and applicable rules.

I have never built a simulation tools before, and can use some great advice. Any over-the-counter software I can use to accomplish the task in an efficient manner? Or, can it be done easily with Access?

Heck, this could be done with a single table in MS Excel and would probably be easier to edit and debug. Give me a bit more information and I can give better guidance.
