I am trying to build a table to block any numbers made to a specific country code, and when I went to build the fsns in ld 87 I get err code, when I try to reply to the FSI prompt, esn 209 "FSNS head table does not exist." I can't seem to find anything in my books about this 'head table' that needs to be built in order to build the FSI table. Any suggestions.
