How to block sys admin from creating users

There are a couple of users which need system administrator permissions but they need to be blocked from creating new logins. Does anybody know of a way to do this?

There is no way to do this. sysadmin's can do anything they want on the system.

What do they need sysadmin writes to be able to do? Perhaps we can come up with some access level for them other than sysadmin.
