how to block both Incoming and Outgoing calls

I have Nortel 11 C system and I got a request for blocking both incoming and Outgoing.
I have blocked outgoing by changing the Ncos and CLS TLD parameters. How do I block the incoming calls?
I want to block in 2 ways.
1. If I dial the main number and after hearing the announcement and if i press the xxxx extension ---getting the ringing tone.
2. If I dial on the xxxx 4 digits extension internally ---giving ring back tone.
Want to block in both the ways.
