How to block an incoming call on CallManager

Does anyone know how to block incoming calls on CCM4.1(x)?

For example, there is an outside number of 111-222-3333 and it calls a number inside your IPT network. I would want to configure CCM to block that incoming calling number of 111-222-333 coming into our IPT network. Is there a way?

What type Gateways, MGCP or H.323?? That would determine whether the Gateway has to do it or the CallManager.
