How to block all sites but specified ones?

So is it only one website you want them to visit?
If so why don't you create a deny rule. Create the rule then select "All destinations except selected list", then in the list enter the websites you want to allow.
I've never tried it, but having a quick look there at my ISA server, thats the way I would do it!
