It depends on what record you are loading and how much conversion activity you have to do to the data before loading it.
I have used Import Manager for entire conversion, but the fastest way would be to use SQR or SQL Loader. You can also look into using Application Engine and Component Interface. This way all the PeopleCode will kick off while you are loading you data.
