HOW TO BAR EXTENSION WITHOUT ACROSS H323 TRUNK

I have challenge on call bar ...the system I have 4 sites connected with H323 the system are Avaya ip office ..what I need to block user from call ISDN Line or CO Lines to make external call...once i block those extension unfortunately it block even the virtual trunk which I created ,,,my aim is to block the analogy line from some one who make a external call

Put a short code in the user short codes. XXXXXXX\BarBut I don't get why you don't use SCN versus H323.

The number won't matter the string is barred.
Code XXXXXXX (To catch any seven digit number dialed)
Feature Barred (It will kill the call)
Number Blank (The call is Barred)
Line Group Whatever (The call is barred)
