How to Avoid WebSite visualization????

How the hell can I avoid the users to get WebSite access. I already setup the IEXPLORE.EXE file permissions and only the administrators got access, but normal users can get access through Outlook and Windows explorer. HELP!!

1. Depending on circumstances, using IPSEC can be used quite elegantly:

This is a per machine and not per user blocking, but is quite easily implemented through Group Policy.

2. On a per user basis, you can redirect to a false proxy server through the logon script.
