how to authenticate users on a different ldap server using ldapmodify

I am a newbie to LDAP servers.

What I want to do is authenticate users using a different LDAP server and let them via ACLS have write access to a certain OU on a local LDAP server. Would I use SASLauthd and some ACL spec?

I am using openldap if that makes a difference.
Our admins would be using ldapmodify to do update tasks.

(I've authenticated with Apache/LDAP with a CGI and that was relatively easy)
