I'm running db2 8.2 on windows. When I go into the control center, I see a node for users and another node for groups. From the groups node, I can create or modify groups. From the users node, I can create or modify users. What I can't figure out is how to add users to groups.

All users and groups are maintained at the OS level by default ..
If you want to use a different security mechanism for whatever reason, then you have the option to implment it using security plug-ins
As the amount of effort is to implement the latter is big, it is unlikely to be an option in most shops
