I'm not sure if there is a better way but I recently tackled this problem myself. I handled it by adding .49 to the value before rounding. In this way, if the decimal value of the item to be rounded is at all above zero then it should be rounded up. For example 1.1 would be rounded up to 2, as would 1.9 (since 2.39 is still rounded back to 2). This may or may not work for your situation but it is one way.
