How to allow relaying?

I have a Windows NT server and use Exchange Server 5.5.

I have a third party device on my network that can generate alarms and send these alarms via email. I have this working to internal addresses but when I try an external email address it says relaying is prohibited. I realize this is because the server thinks it is SPAM. But how do I allow this device to relay emails through the email server?
 
The server does not think it is spam, relaying is not spam by definition, it can be, that's all.
If you want that device to relay, add it's address to the allowed to relay list in the IMC
