How to allow one outgoing number out of a block of disallowed numbers

I have CUCM 8.6 and am currently blocking (using a translation pattern with a block all PT) the entire NPA 34[05] (Virgin Islands) which is known for toll fraud exploitation. We now have one number that I need to allow my users to dial in the VI.

Can you provide me the steps on how can I continue to block 34[05], but allow one number to be dialed within the organization?

 
Create a RP with that specific number. Put it in a partition (new or current) and make that partition higher in the CSS that the users use.
