How to add tenant groups on option 11c?

I have an 11c that has two tenant groups already built on it that were setup by the installer. I would now like to add additional tenant groups. This is what I am trying to do to build an additional group:
LD 93
REQ: New
TYPE: TENS
CUST: 0
It then gives me system message: SCH3921 Tenant service is already configured for this customer.
Is this not how you add an additional tenant to the service? Am I missing a step or am I not doing this correctly. Any help would be appreciated.

Do a CHG instead of a NEW. Kind of like the CFN Datablock. Once it's created, you change it.
