How to Add Speed Call Key?

How do you add, what I call a Speed Dial softkey in the Nortel world) to a Cisco multi-line phone. I have added what Cisco calls Speed-Dial and/or Abbreviated-Dial but that assigns the number to a button key. I want to give each person their own list to administer and to use. When they go off hook shouldn't they see a soft key that says "speed call list" or something like that, so than can choose which entry to dial?
 
Hit the services button and you have the choice of fast dials or personal directory to choose from
 
In call manager, go to the user tab, select global directory, there you can set up your users name user ID's and passwords. Once you do that and associate it to a phone you will be able to go to the web page, put in your id and password and get in to various options that can be manipulated by the user, speed dials, address books etc.
 
We have CCM ver.5.1.3.2000-3and the global directory is not under the user tab nor any other tab. I built an end user but that still didn't work. I may be that the IT gang needs to turn on active directory for CCM?
 
On the Call manager Page:
Go to User Management> end user> enter name>click find>click on name> change only the password field> also ensure that you add user to the correct group( normally the role with CCM End User) and click save>
