How to Add new record in usercontrol?

following is my codes in UserControl, but I have error "Object or provider is not capable of performing requested operation"

Set dbin = DataEnvironment1.rsdbInfor
If dbin.State = adStateOpen Then dbin.Close
DataEnvironment1.dbInfor
dbin.AddNew
