How to add extra empty lines in the report depending on the logic

How Can I add extra empty lines in the report deteil section, depending on the logic:
if red add 2 extra lines
if blue add 3 extra lines
if black ad 4 extra lines
default 1 extra line.
Ex:
Record RED________________________________
________________________________
Record Blue________________________________
________________________________
________________________________
Record Black________________________________
________________________________
________________________________
________________________________
Record Default_______________________________

Go into the section expert and add additional detail sections.

Have x number of blank lines in each section.

Conditionally suppress the sections based on "color".
