how to add execute command to bash

hi everybody, i want to add a new command to the executable list of bash commands, is there a way?
for example, i have a user that have bash shell but i dont want to give the root passwd, so i need to give him permission for execute a command, mailq for example, can i do this?, please i don't want to install osh shell, only i want to know if there is a way i could allow this user to execute that commands.
