How to add an attachment on a web page

Hi,

I am a novice in vbscript scripting. I am creating this page where people can input their knowledge as a technote. I want to create an attachment option for the users so that they can attach a external file along with their technote. I am not too sure how to do this...i checked several websites and did not make any progress. Please help! Thanks!
