how to accomplish an image rollover

I am an absolute novice, but I know what I went to end up with, just not how to get there.

I want a background image displayed, with several circles drawn in various places. When the mouse is brought over these areas, it will popup a smaller window with text information describing the area.

Is this best done using flash, dreamweaver, or CSS? I couldn't find a good CSS example that would dispay the info outside of the base image itself. I guess unless the image really contained a lot of white space and I displayed the rollover over white space....
