How to access AD of non-trusted domain

I have two domains, we'll call them A and B, with no trust relationship, but they do have IP connectivity to each other. User test has an account in both domains, we'll call them A\test and B\test. User A\test only has access to login to the A domain since their workstation is part of domain A. But User A\test from their workstation, can bring up resources in domain B, and use their B\test account to authenticate to them.

Now I need user A\test to be able to use AD tools such as dsa.msc to manage objects in domain B's active directory. Is this possible? I cannot find a way to connect dsa.msc running from A\test's computer to connect to domain B.

this should be possible, although I've never tried it. Are you talking about managing Active Directory Users and Computers?

Launch the Active Directory Users and Computers console, and at the top left of the screen, right click on "Active Directory Users and Computers". There should be an option there for selecting a domain to manage. Choose your domain and see if you can go from there.
