How to access a web server through another server?

Hi,
I have developed a client application in Borland Delphi 2006 that communicates with a web server.
Am I allowed to access this web server only from a single IP.
What would be the best way that I can access web server from any computer?
 
sorry but the question doesnt make sence.

a webserver is meant to be accessed by multiple clients.

this question seems to be about the webserver and not your delphi app.

guess I was not well understood.

I have developed an application that accesses that webgate under a contract.
It can be used by multiple users. One of the conditions is that the exchange of information between the client and webgate to appear to have been made on our server.
I thought if I had an option to create another webgate running on our server to receive request from the client station, to send the request to WebGate respectively receive an answer and send it to the client station .
