How should an ATL P2000 look in ioscan for HP-UX

I suspect I have an internal configuration problem with my Quantum ATL P2000. I have hp-ux 11.0 connected to a silkworm 2400 brocade switch. The P2000 has two fibre connections to the brocade switch and a total of 4 tape drives. Two tape drives are assigned to each fibre channel.
Drivers are all correct as I can load tapes by mc command through Unix. Problem is when I try to jbconfig in Legato.
Appears to be a SCSI addressing problem. In the ioscan the
devices appear in the following order: tape drive 3, tape drive 4, ATTO 230-HV, ATL p2000, tape drive 1, tape drive 2. I assume the desired results would be ATL p2000, drive 1, drive 2, drive 3, drive 4, ATTO 230-HV. I sure would like to hear from someone who has a similar configuration.
