How select an area or shape and How modify shape in a pic

In a picture or photo, In editor I would like select an aera select a shape and after deform this aera or shape stretch this aera strech the shape ...
By example can i select the leg of a man .. select aera of leg and after can i deform this leg, only this leg ...
Can i select not follow a rectangle but select as shape of leg .... and after streching or deform ..

Can i find this software or corel draw can it offer this tool ...

In Corel Photopaint open your file. Choose the freehand mask tool and draw around the 'leg'. Double click to stop drawing the mask. Right click and copy the 'leg' as an object. Now you can stretch it as a separate object. You can either cut, (leaves a hole in the background)or copy the area. When you are happy, remove the mask from the background image.
