How my PC read or create a Circlet to read ON/OFF from photocell from

Assume that I have 2 Photocell connected to each other and when the status of both of them are on I want to read or feel that in my PC through connecting them to the Com Port or Parallel Port
Any body who know about this kind of interface or circlet or books help on that please help
