How many phones can you put on an extension

On our old SBCS II pbx we had serveral extensions with three or more two line phones. When we installed the Series 3,we had problems with line lights staying lit when the extension was not being used, and any more than three two line phones on an extension, the phones would only work on one line or the other. Is there a max number of phones you can put on one analog extension.
