How many channels are activated on PRI w/8 licenses? 2

The new PRI is only licensed for 8 channels, does this mean that only 7 channels are activated and 1 is used for the D channel or are all 8 supposed to be activated?

You'll get 8 B-Channels, the licenses are for extra B-Channels and the D-Channel is free..:-D
