How I move the worksheet down... so

How I move the worksheet down... some how it's up high, I use to grap at the blue bar and drag it down but I can not get to there

What about getting your taskbar to HIDE through START->SETTINGS->TASKBAR

Is your title bar of the sheet under the toolbars? If that's what you mean, press Alt + F to activate the "File" menu. Press the left arrow on your keyboard. This will allow you to access the menu you would get by clicking on the icon on the worksheet. (assuming that your sheet isn't already maximized) Arrow down to "Move", hit enter and then use the arrow keys to move your sheet down. Hit enter again to place the window.
