How exactly does the redirect rule in Outlook 2000 work?

Can someone please tell what is supposed to happen with the redirect rule in Outlook 2000.

One of my users has a redirect rule set for any incoming mail where his name is in the CC box it is forwarded onto his PS.

He says that with this rule set, he should not receive the message but instead it should go to his PS. However what is happening is, he gets a copy of the message and so does his PS.

I have tested this rule on several machines and with several users and the same occurs each time with both the intended recipient and the redirected recipient receiving a copy of the message.

It appears the redirect rule works exactly the same as the forwarding rule, is this correct.
