how does one create a virtual server

I've created virtual hosts, but how does one create virtual servers? I understand the difference between the two, but what I want is a technical explanation of how to actually create one.
I would appreciate the knowledge very much.

What exactly do you mean?

I would term a virtual server as one that hosts many peoples websites as well as your own which if in a remote location, you have no control over as opposed to a dedicated server which is yours to control and can be used in the way you want it to..

I was looking to incorporate a server that hosts many sites on one box and that allows each user to manipulate certain settings for their virtual host.

Hi,

Why not set the AllowOverride to all and they can use htaccess to change the settings locally..

Most options that can be defined in the httpd.conf can also be defined in htaccess.
