How does one create a db2 user?

On Unix (AIX)

How does one create a user 'inside' DB2?

New to DB2 and would like to do this..

Another question: If I have a OS level user with DB2 Admin privileges, would this suffice without having to create a user 'inside' db2?

One does not.
DB2 relies on the operating system to supply user(accounts).
(This takes a bit of getting used to)
