How does Networker check files when backing up

When you do an incremential backup on NT, how does networker check the files? Does it check the timestamp or the "archive" attribute?
 
I believe it compares the files to its indexes to determine the need to backup. That allows for level style backups.

Timestamp by default. It might vary depending on what platform it is.
