We have a form that someone built using EXCEL. It is a several page input form. In one section there are a series of questions with a radio button to the left of each question. If someone clicks the first radio button, then clicks the radio button for question #4, the first radio button is unselected.

In Excel, is there a property that can change this behavior?

Hi,

Option Buttons are grouped (see the Group property)

Only one in the group can be TRUE.

That is the normal behaviour of a radio button - only one can be selected. If you want the option of selecting multiples, they should be checkboxes.
