How does CallManager handle inbound digits that are not in database?

I have four PRIs attached to a CallManager cluster Version 4.0 2sr3. Traffic studies from CO (our 5ESS) suggest a possible loopback of some kind when digits are sent into CallManager. We only look at 5 digits but there are those in the CO who say CallManager must be looping back the calls to the CO when the device is not defined in CallManager.

1) How does CallManager handle inbound digits not configured as a device? There is a delay and clicking when non-exising digits are dialed and then nothing. CO traffic reports show heavy activity on Dchannel when this occurs.

2) Where do we change these controls?

PS- In my CManager 4.1 test system, CallManager sends them back to the CO "we're sorry" announcement
 
Create a Translation Pattern with XXXXX as the pattern. Use the digit manipulation insdie the TP to point calls to the Operator/Attendant. Put it in a Partition that is accessable from your Gateways CSS and give it a CSS that has the Patition containing your Directory Numbers. In this way any undefined 5 digit call will be routed to your Operator.
