how does Blackberry Enterprise Server count licenses?

Hello,

I have a Blackberry Enterprise Server running, and initially, purchased a 5 user license. Now, we want to add more users, so we purchased an additional 5 users. However, Under Blackberry Management Server, under used licenses, it says 6, but I have only 5 users using Blackberry. Does anyone know where that additional license came from? Or how Blackberry warrants a used license and what constitutes a used license?
